Description
RTI International is accepting applications from qualified staff for the recently awarded USAID/ Tanzania Tusome Pamoja Program (2016-2021) in Tanzania. The 5-year program will assist the Ministry of Education to replicate and scale up reading, writing and arithmetic improvement interventions in schools with an emphasis on curriculum and materials development for Grades 1-4 in Swahili and English. On behalf of the USAID/Tanzania, RTI will work with regional, district, and ward personnel to implement reading, writing, and arithmetic reforms in Five regions of the country, with support given to approximately 3000 public primary schools in the selected regions. Additionally, Tusome Pamoja will implement activities to engage communities and parents to further the goals of improved student learning outcomes.
We are accepting expression of interests (CV/Resumes) for the following positions:
1. Program Technical Coordinator to be based in DAR ES SALAAM:
The Technical Coordinator will provide technical leadership and coordination to the Tusome Pamoja technical/Result area teams. She will provide leadership and support to the planning, development, implementation, and monitoring of technical interventions. The Technical Coordinator will also ensure regular technical information flows between Result Area teams, Result Area teams and regional offices, and between Result Area teams and operations staff.
Qualifications:
A master's Degree in Education/Social Policy, M&E or other relevant subject and a minimum of 12 years of professional experience, or a Bachelor's Degree in related field and a minimum of 16 years of professional experience. Demonstrate experience in, planning, budgeting, implementation monitoring and reporting. Experience working with qualitative and quantitative data. Knowledge and experience working in the Tanzania education system at a senior level.
2. SENIOR EDUCATION ADVISOR to be based in DAR ES SALAAM:
The Senior Education Advisor will lead Tusome Pamoja's work at the national and regional level to strengthen policy dialogue for reading and writing reform, including the development of institutional partnership with key institutions and parastatal to support teacher reading and writing coaching and monitoring programs and learning outcomes evaluation. S/he will provide technical advice and coordination across central program thematic teams and link to program regional implementation teams. The Senior Education Advisor will lead and coordinate technical assistance to support the strengthening of sector systems for the professional development and mentoring of teachers on their use of reading and writing materials and teacher guides and measure outcomes by using teacher observations to collect data on teacher performance.
Qualifications:
A Master's Degree in Education and at least 12 years of experience providing technical assistance for improved educational outcomes. Prior experience leading design, implementation and evaluation of early grade reading. programmes at sub-national level. Prior experience of working with large scale, complex education programmes in Tanzania, preferably targeting 3Rs or at least primary education; Prior experience of successfully working with National and Sub-National Education Institutes: Prior experience in planning and budgeting supplies and services, including providing support to decentralized actors for planning and budgeting. Prior experience leading operations research, capacity building, and education systems strengthening and national and regional-level service delivery. Prior experience with using EGRA-like assessments preferred. Proven ability to lead, manage, and motivate personnel. Excellent communication skills and ability (verbal and written).Must be professionally proficient and fluent in written and spoken Kiswahili and English .
3. Teaching & Learning Specialists (T&L) to be based in MTWARA, RUVUMA& IRINGA
The T&L Specialist will support Local Government Authorities (LGA) to improve mastery of early Grade Reading Writing and Arithmetic skills among standard I-IV Students. S/he will work closely with LGA's and implement INSET training, monitoring and coaching in respective Region.
Qualifications
: Bachelor Degree in Education with 06-years' experience OR, A Master's Degree in Education with 03- years' experience preferably on a USAID/USG or other donor-funded project in Tanzania. -
Relevant experience in development, including education reforms, teaching training, coaching & mentoring, literacy and research. Experience and proven ability to develop and maintain relationships with Government counterparts and other Stakeholders. Excellent communication skills in English and Kiswahili languages.
4. REGIONAL CHIEF EDUCATION ADVISOR (RCEA) to be based in one of the five Program's Regional Offices:
The RCEA will lead the Program Team in one of the five program regions (Mtwara, Iringa, Morogoro, Ruvuma, or Zanzibar) and facilitate Program implementation in partnership with the respective Regional Secretariat to ensure effective and efficient implementation of the program activities at district, ward, school and community levels. She/he will be responsible for the provision of technical assistance to the respective region in line with the respective policy and national program to improve student learning performance in three areas: reading, writing and arithmetic (3Rs)
Qualifications: A master's Degree in Education and a minimum of 6 years of experience, or a Bachelor's Degree in related field and a minimum of 10 years of professional experience. Demonstrable experience of developing strong professional relations with government officials and providing technical assistance to national and/or sub-national education sector institutions/government officers. Experience of working with implementation of Education sector professional development programs (INSET), preferably primary and early grades. Experience of implementing monitoring activities in the area of teaching and learning; Strong understanding of data collection and analysis methods. Experience of being responsible for fund execution, fund management and strong organization, administration, and oral and written communication skills.
