Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate to strengthen and advance health policy priorities in the areas of family planning and reproductive health (FP/RH), HIV, and maternal health. HP+ aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs.
HP+ Tanzania is focused on several priority areas, including
? Generating high-quality evidence to support the planning and development of sustainable health financing policies and systems
? Strengthening youth participation in the policy process and reducing barriers to accessing HIV testing and treatment posed by age of consent laws and policies
? Providing strategic information to support policy development and implementation at national and subnational levels
? Using mobile-based reporting to strengthen citizen engagement through the collection of citizen feedback on the quality and availability of HIV and other health services

HP+ will help public health and policy leaders attach higher priority to their national and sub-national health needs, secure sustainable financing, advance health equity, and monitor policy implementation to ensure gains stay on track. HP+ aims to secure long-term enduring change by working with coalitions both inside and outside of health and showing common cause with neglected populations and other development actors. Central elements of HP+ revolve around building in-country capacity, institutionalizing achievements of past investments, and promoting country ownership of programs and initiatives.

The Country Director will lead the Tanzania field program under the global USAID-funded Health Policy Plus (HP+) project. This is a full-time, fixed-term 12 month contract, starting as soon as possible.The position is restricted to Tanzanian nationals.
The Country Director provides senior level content knowledge, technical assistance, consultation and support for the development and execution of project/program-specific strategies. S/he exercises judgement within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results and works closely with the Country Activity Manager to manage workplan and budget.
Key Responsibilities:
? Provide senior leadership, management oversight, and coordination to HP+ Tanzania program.
? Provide subject matter expertise/technical assistance to the program, technical staff and administrators as per global project and Tanzania program requirements.
? Foster partnerships with key stakeholders in support of achieving project goals.
? Lead and assist in research, data collection, policy formulation, training and capacity building efforts in support of contract/agreement activities and deliverables.
? Identify, consider, and resolve issues or problems.
? Use quantiative and qualitative techniques to perform contract or cooperative agreement tasks.
? Lead and/or review and monitor programmatic functions, i.e. development of workplans and budgets.
? Ensure quality of services and compliance per project/program requirements.
? Provide functional guidance to outside vendors to ensure deliverables are completed within timelines and budgets.
? Participate in and/or prepare necessary program-related reports, including presentations and white papers.
? Organize and support project/program trainings, conferences, workshops, and meetings, as needed.
? Participate and represent the organization, as needed, in outside associations, conferences, and symposia.
? Provide guidance to lower level staff members.

? Substantial experience with policy development, policy implementation, and policy advocacy, preferably in the Tanzanian context
? Proven in-depth understanding of the health sector and reform agenda in Tanzania
? Strong network within Tanzania?s health sector and a good understanding of key players and stakeholders, including in-depth knowledge of MOHCGDEC and professional experience with USAID programs
? Demonstrated success in collaboration and coordination across partners, sectors, and institutions
? Demonstrated problem solving, analytic, financial and evaluative skills.
? Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
? Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.
? Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
? Ability to take initiative and/or respond idendepently to situations.
? Effective written and oral communication skills.
