Background
The University Of Maryland Baltimore (UMB) works around the world to enhance capacity
of governments, Regional and District Health Management Teams to improve quality of
health services through targeted technical assistance, systems development &
strengthening, and institutionalization of quality improvement initiatives. In Tanzania UMB
works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit
organization

Building on experience in more than 15 countries, UMB in Tanzania has received funding
from the United States Government’s Centers for Disease Control and Prevention through
the President’s Emergency Plan for AIDS Relief (PEPFAR) to provide Targeted Technical
Assistance to Local Clinical Partners and Regional Health Management Teams for
Implementation of Comprehensive HIV Care, Treatment, and Support Programs in the
United Republic of Tanzania.

MGIT is advertising for the following position to support its work in the country and invites
all qualified candidates to apply:

TITLE: Data Manager
REPORTS TO: Technical Director
LOCATION: Dar es Salaam
POSITION DESCRIPTION

OVERALL RESPONSIBILITIES:
The data manager will be responsible for collecting data from a variety of project data
sources including MER indicators, EPMP and other project and implementation data
generated. He will work collaboratively with other technical team members to make sure
data is collected, managed and reported clearly, accurately and securely.
 Essential Job Functions will be as follows:

 Data Collection
 Determines data needed to be collected and the appropriate data resources for
specific health data projects
 Formulates, implements, and enforces proper data collection policies and
procedures
 Trains and educates reporting agencies on data collection tools and equipment
 Establishes data quality standards and works with reporting agencies to ensure
standards are met
 Ensures quality data collection techniques are established for reporting agencies

 Data System Management
 Manages contract with data collection software vendor
 Maintains close working relationship with software vendor
 Ensures data system is operational
 Provides access to reporting agencies to submit data
 Assists reporting agencies with set-up, testing, and implementation of data
collection software
 Troubleshoots data submission errors and data error issues
 Ensures that all vendor updates are properly installed and rolled out
 Performs and documents procedures for data preparation including data cleaning,
standardization and analysis
 Develops data collection and evaluation methodologies, including format design,
project criteria and requirements, data compilation, relevancy and usage.
 Develops and implements evaluation methodology related to various health data
programs to determine completeness and adequacy of the data collection
procedure.

 Data Reporting and Analysis
 Understands and ensures privacy law and standards
 Evaluates current systems to improve operations and patient care
 Prepares monthly, quarterly, and annual data reports for distribution
 Develops ad-hoc reports as necessary
 Presents data at conferences and meetings where needed
 Shares data with donor and Ministry of Health as needed
 Consults with staff on data coding problems and assists in developing means to
correct the problems

 Other Duties
 Create and enforce policies for effective data management
 Support others in daily use of data systems and ensure adherence to legal and
company standards
 Assist with reports and data extraction when needed
 Monitor and analyze information and data systems and evaluate their performance
to discover ways of enhancing them (new technologies, upgrades etc)
 Ensure digital databases and archives are protected from security breaches and
data losses

 QUALIFICATIONS:
1. Bsc in Computer Science or Bachelor’s Degree in IT
2. Masters in health informatics, computer science or database management will be
an added advantage
3. Proven competence in data management, database design, management and
maintenance.
4. Proficient in MS Office (Excel, Access, Word etc)
5. Familiarity with modern database and information system technologies
6. An analytical mind set with problem-solving skills
7. 7.Excellent understanding of data administration and management functions
(collections analysis, distribution)
8. Experience or familiarity with mobile data and integration with databases e.g SMS
reporting
9. Ability to work independently and manage various tasks in a team setting
10. Strong organizational and communication skills.
11. Experience with CDC funded projects highly desirable
12. Strong problem-solving skills
13. Fluency in written and spoken English and Swahili.
