**PSI Tanzania has recently rolled out an E-referral system to increase the overall effectiveness of the Inter Personal Communication process.

According to the latest demographic surveys, in Tanzania almost one-quarter of young married women & and one-third of sexually active unmarried women reported having an unmet need for family planning. In order to address this tremendous need, PSI uses interpersonal communication agents who are able to reach women in rural and other hard to reach areas to provide information and education. These agents provide referrals to family planning clinics to women interested in receiving a contraceptive method.

Evaluating the different steps leading to a completed referral cycle is critical to understanding the effectiveness of PSI interventions. The Interpersonal Communication Agent (IPC) management team continually seeks to build its analytical capacity with the objective of being Data savvy, interactive, responsive and solution-driven.

We are therefore looking for a Referral systems expert to help build the capacity of our IPC management team to mine, synthesis and utilize data to develop practical solutions that increase the overall effectiveness of the IPC program.

**Using data for decision making is a critical part of PSI’s work. The e-referral consultant will work with the team to define the current tracking system, strengthen the system, build the team’s capacity to do deeper data analysis and base decisions on data, and document lessons learned to promote replicability in other PSI programs. The e-Referral Consultant will build IPC team’s capacity in using digital technology and utilizing available data for robust evidence- supported actions. This person will lead the team to make quicker decisions and pivots and develop technologies (such as biometric solutions) to access hard-to-reach consumers, such as adolescents and non-phone users. This person will bring experience working with field-based referral programs and different technology platforms to inculcate a high-speed work environment. Build IPC Management Team’s Capacity to Use Data for Decision Making**

Strengthen the E-Referral system by managing the roll out of hypothesis testing & prototyping in the following key areas of focus: increasing number of redeemed referrals, increasing the conversion rate of redeemed referrals, shifting counselling-only redeemers to service uptake, shifting short-term method users to long term methods, increasing motivation and performance of IPC agents, decreasing cost per redeemed referral.
Manage the roll-out of the satisfied user module, tracking its success and implementing changes as necessary.

In collaboration with the PSI M&E team and IPC team, develop an E-referral data analysis and evaluation guide to standardize data use across projects, digging deeper into the available data than the current analysis does. This might include analysis of common times of successful referrals, profile of the average redeemer, average time between referral and redemption.

Provide on-job support and formal training to IPC team in analysing data, drawing conclusions and building consumer insights, developing guides and materials as necessary.

Develop solutions for accessing hard to reach consumers such as adolescents and non-phone users.

Work closely with the IPC management team and strengthen their capacity on e-referrals, data analysis and data use.

Data analysis, collection, and reporting

In collaboration with M&E team, manage external research study on referral strategies.
In collaboration with the Monitoring Advisor, sexual and reproductive health, Conduct analysis to identify strengths and weaknesses of current referral system
Lead the writing of the E-referral reports and story-telling, in coordination with the IPC team.
Generate IPC’s related biweekly and monthly reporting using DHIS 2 system and other data sources
Cross-team Collaboration

Maintain information exchange/collaboration with M&E team to ensure referral strengthening activities complement wider evidence strengthening approach
Lead knowledge transfer workshop with the M&E team at mid and end of assignment to ensure lessons learned are transferred to internal staff
Deliverables:

E-referral data analysis and evaluation guide
Evidence strengthening plans finalized for all identified staff
Initial scoping report outlining the current referral system and recommendations for ways to strengthen it
Final report and presentation outlining hypothesis tested, outcomes, and recommendations for increasing outreach and referral redemptions
Knowledge transfer workshop conducted at mid and end of assignment

You have a bachelor’s degree in health economics, design, business development, social sciences, computer science, statistics or other relevant field
Project management skills
Experience with field-based referral programs
Experience using technology aided referrals
Able to work independently and can hit the ground running
You have at least four years of experience in analytics & project management
You have passion and experience in building local skills and team development
Data analysis skills and ability to use electronic data analysis platform, such as DHIS2
Experience in using web based systems, a plus
Ability to visualize data and presentation skills
Knowledge and experience in using an HCD approach in the developing world is an asset
You have experience working in public health, NGOs and/or the social sector (experience working with reproductive health/family planning projects as an advantage)
Experience working with community based leaders
