1.HEAD OF DEPARTMENT – INFORMATION COMMUNICATION TECHNOLOGY (Id) – 1 POSITION
KEY RESPONSIBILITIES.
WE ARE SEEKING ENTHUSIASTIC AND QUAUFIED EXPERIENCED STAFF FOR THE FOLLOWING POSITION:
1.HEAD OF DEPARTMENT – INFORMATION COMMUNICATION TECHNOLOGY (Id) – 1 POSITION
KEY RESPONSIBILITIES.
– Responsible for managing, assessing and developing of Health Care
Management Systems, Financial Systems and Electronic Health Record
systems of the Aga Khan Health Service, Tanzania (Aga Khan Hospital and
its health care facilities across Tanzania).
– Develop and update ICT strategic plan of the institution based on the expansion plans of the institution and best practices.
– Responsible for the development of ICT architecture and infrastructure for the institution.
– Responsible to oversee, manage and design electronic health record
as perthe international standard including WHO – ICD 10 forthe
institution.
– Management of multiple complex relational data base architecture, database modeling and data warehousing platform.
– Leads strategic design and implementation activities for Business Intelligence (BI) applications.
– Development of a wide area networking strategy to support data centre operations and other remote sites.
– Development of a comprehensive ICT infrastructure for building
management system, and access / egress control. Design of an efficient
and cost-effective organization structure of ICT and population of the
structure. – Definition of data storage, management, accessibility and
security needs of the institution and development of a resilient,
scalable and secure data management solution.
– Oversee Disaster Recovery site/plan of IT architecture of the
institution. Maintain RMAN, Archive and other critical database
procedures.
– Will work as project manager on all ICT project across institution.
– Responsible to ensure optimal performance for Enterprise Resource
Planning (ERP) systems,
– Lead an effective project change management process that
pro-actively identifies project changes, incorporates an appropriate
impact analysis and approval for such changes across the Enterprise
Resource Planning (ERP) program team.
– Responsible for implementation and management of eHealth (tele-consultation & eLearning) projects nationwide.
– Responsible for the overall availability, scalability, integrity
and quality of the Oracle & SQL Server databases for all
environments including regular data improvement and hygiene, enforcement
of database business processes, management of business rules and set-up
functions of the databases.
– Monitor ICT operations, ICT security, backup management, application management for Hospital Management Information System.
– Work as Business Analyst and Lead Architect on business applications.
– Provide technical support and training for in-use applications,
including orientation for all new staff and provide specialized training
in response to changing roles, business processes, database fu
nctionalities / securities.
– Responsible to supervise development and database team in writing
programs in multiple languages (VB, ASP Classic, ASP.Net ) and databases
(Oracle, Access, SQL server).
– Responsible for Implementation of Plans including proposed budgets, equipments, manpower and application/software management.
– Any other duties of a comparable level as directed
QUALIFICATION, KNOWLEDGE & EXPERIENCE
QUALIFICATION, KNOWLEDGE & EXPERIENCE
– Minimum of 10 years of experience of working with a large health care network and a Teaching University.
– Masters Degree in Computer Science, MIS, IT or related field from
Tanzania and International Renowned Universities. – Planning skills to
plan network, manpower requirement, databases and application software.
– Executor of plans using in-house staff, contractor and venders.
– Good knowledge of ICT Health Business and has experience working as a business analyst.
– Experience and proven skills in System Management, Oracle and MS.SQL RDBMS.
– Must be well versed with the Database Recovery and Security related issues.
– Expertise in writing SQL statements. – Development experience in at least 1 major programming language
– Attendance of specialized courses and experience of attending
international symposiums and workshops will be an added advantage.
