Liaison Officer
Dar es Salaam -DRC Tanzania
DRC is looking for a highly qualified, self-motivated Protocol and Liaison Officer able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.
Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC is responding to the Burundian refugee crisis in the Kigoma Region, and has its coordination office in Kibondo. DRC Tanzania is implementing projects under the community-based protection, shelter and camp management sectors and intends to move also into the livelihoods sector. DRC is working in Nduta, Mtendeli and soon Nyarugusu camps, currently employing 8 international and 92 national staff.
Job Profile
There are requirements for entry visas, exemptions and residencies, tax exemption etc. that are only available in Dar es Salaam. The Liaison Officer will representDRC Tanzania in an administrative function at Dar es Salaam level, in order to ensure the timely and effective processing of these documents and legalities, comprehensive information sharing on these issues to and from DRC Tanzania’s Head of Finance and Administration (and Head of Office where relevant) and acting as a liaison with administrative offices and public bodies in Dar es Salaam.
DRC does not have an office in Dar es Salaam, and the applicant would be expected to work under their own initiative, in strong email and telephone contact with DRC’s Administrative department in Kibondo.
The job holder will be a full time DRC employee who works 40hours per week
Terms of reference for the Employee
Application and follow-up of work permits and resident permits:
Ensure processing and issuance of work permits and resident permits for international DRC staff
Application and follow-up of Camp Entrance permits
Ensure processing and issuance and renewal of entrance passes for international staff to refugee camps in Kigoma region,
Application and renewal of exemption certificates
Ensure the processing and issuance of exemption certificates to ensure legal residency for international staff, liaising with the appropriate Ministries and following the process in a timely and efficient manner
Obtain quotation on airline tickets before purchasing
In order to find the most competitive prices for DRC Tanzania staff travelling between Mwanza/Kigoma and Dar es Salaam, seek quotations and process the purchasing of flight tickets in close liaison with DRC Kibondo office
Follow-up on documents that need signing by DRC’s donors and partners
Follow up on the transfer of documentation from DRC’s office in Kibondo to partners’ offices in Dar es Salaam for signature, ensuring the security and confidentiality of the documents.
Filling returns with the NGO Coordination board
File the returns in a timely and effective manner with the NGO Coordination board, providing liaison
between DRC in Kibondo and the board.
• Booking of Hotel accommodation in Dar and Mwanza
Ensure that DRC staff who are travelling to Dar or through Dar have transportation and accommodation booked and arranged. After approval from HOSS, have signed contracts with approved hotels and car companies.
• Setting of a DRC office in Dar Es Salam
On request, check available rentals to set upan office in Dar and help set a proper DRC office.
Qualifications:
Excellent analytical and communication skills. Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders.Driven, resourceful personality with ability to work with little supervision out of home to achieve results in a timely fashion.Knowledge of administrative processes around NGO registration and visa processing for internationals in TanzaniaExperience working in liaison with public offices in TanzaniaAbility to work under pressure, with minimal supervision, and in a culturally diverse team. University degree in human resources, business administration, public administration or related field or equivalent practical experience.Fluent in spoken English and strong writing/reporting skills in English. Desirable: experience working in an administrative function with an NGO or international organization in Tanzania
Conditions
Contract:6 months period, with possibility of an extension based on performance and the availability of funding.
Availability:As soon as possible.
Duty Station:Dar es Salaam
