Quality Assurance

MSH is seeking to recruit highly motivated and result oriented individuals for the Tanzania Technical Support Services (TSSP) Project, a five year project funded by the Centers for Disease Control and Prevention (CDC) in Tanzania. The goal of the project is to provide technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) and Public Health institutions in Tanzania including; the National AIDS Control Program (NACP), the National Institute for Medical Research (NIMR) and the Zanzibar Integrated HIV, TB and leprosy Program (ZIHTLP) to lead and manage the HIV response and build sustainable health system.

The QA/QI Advisor will provide Technical Assistance to the MOHCDGEC and prioritized PHIs to institutionalize QI standards through coordination and implementation of the Star Rating quality assessment and improvement program in health facilities delivering HIV services. The QA/QI Advisor will also support the development/adaptation and application of QA/QI data management systems to track implementation of health facility quality improvement plans and other HIV/AIDS service quality improvement activities in PHI programs.

Specific Responsibilities

Develop a system for monitoring and evaluation of health facility QI plan implementation and ensure it is linked to appropriate national data management systems such as DHIS2
Contribute to the development of a common platform for QA/QI efforts across different health interventions, for example, HIV/AIDS, TB and Leprosy, Maternal and Neonatal and Malaria programs.
Support the adoption of systems for using data for QA/QI and monitoring of HIV services outcomes of health facilities by MOHCDGEC and PHI;
Strengthen MOHCDGEC capacity to include implementation science (operational research) of QI activities;
Support the MOHCDGEC Quality Improvement Directorate in institutionalizing the Star Rating quality assessment and improvement system nationwide with a focus on the sites offering HIV services;
Develop health facility quality improvement plans using BRN quality standards
Conduct assessments of HIV/AIDS service quality at health facilities, including the ongoing laboratory QA/QI intervention;
Develop cross-cutting quality improvement training programs and materials in coordination with stakeholders to help ensure compliance with the Star Rating quality standards
Oversee training of staff on utilization of QA/QI measures
Develop QI tools and instruction guides to improve monitoring, standard of care, and quality of HIV/AIDS care practice
Participate in technical working group (quality management) and other information sharing/technical fora

Qualifications and Experience

The ideal candidate should have an advanced degree in medicine, pharmacy, public health, social science or other relevant area; clinical background is required. S/he should have a minimum of 5 years of experience providing technical assistance to government agencies in developing and strengthening QA/QI in Tanzania including assessment of HIV/AIDS care practices at health facilities, development of quality improvement plans, and QI capacity building programs.

In addition, s/he should have experience developing or implementing quality improvement data management systems. Should have knowledge of the Tanzania BRN quality improvement standards and the health facility accreditation framework

The candidate should have knowledge of the Tanzania health systems and structures for the provision of HIV services. Experience with US government donor projects will be an added advantage. S/he should have strong interpersonal, coordination, presentation, and writing skills. Fluency in oral and written English and Swahili is required. S/he should have excellent computer skills which includes knowledge of MS Office Suite applications including Word, Excel, and Access. S/he should have ability to work independently, as well as in collaboration with colleagues and partners and willing to be flexible to meeting changing priorities and deadlines.
