Overview
MSH is seeking to recruit a highly motivated and result oriented individual for the Tanzania Technical Support Services (TSSP) Project, a five year project funded by the Centers for Disease Control and Prevention (CDC) in Tanzania. The goal of the project is to provide technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) and Public Health institutions in Tanzania including; the National AIDS Control Program (NACP), the National Institute for Medical Research (NIMR) and the Zanzibar Integrated HIV, TB and leprosy Program (ZIHTLP) to lead and manage the HIV response and build sustainable health system.
The HRH Advisor is a core member of the project management team who will be closely guided by Chief of Party. S/he will be responsible for providing technical guidance and support to the MOHCDGEC and prioritized PHIs in the implementation of the 2014-2019 National Human Resources for Health and Social Welfare Strategic Plan and other policies and strategic plans such as the Task Sharing Policy Guideline; development and implementation of related Monitoring and Evaluation (M&E) systems and HR information management systems and building the capacity of health training institutions with the ultimate goal of increased recruitment, allocation and productivity of HRH to priority districts; improved retention and improved quality of service of health care workers practicing task sharing.
Specific Responsibilities
Ensure smooth operationalization of the 2014-2019 Human Resources for Health and Social Welfare Strategic Plan
Ensure the development and approval of a Task Sharing Policy Guideline Operational Plan.
Develop a monitoring system to track implementation of respective HRH policy guidelines
Ensure that all components of the Tanzania Task Sharing Policy Guideline Operational Plan are implemented
Establish a certification-based continuous professional development system for HCW practicing task sharing to update competencies focused on HIV/AIDS services delivery based on certification guidelines
Build capacity of Health Training Institutions and Universities to increase the use of TIIS
Build capacity of regional and district HR cadres to increase the use of HRHIS and tools for Optimization and prioritization of allocation of HRH
Participate in the HRH technical working group and other information sharing/technical fora
Qualifications and Experience
The ideal candidate should have a Masters’ degree in Human Resources Management, Public Health or related field. S/he should have a minimum of 5 years of experience providing technical assistance to government agencies in developing and strengthening Human Resources for Health in Tanzania, experience with elaboration and implementation of HR policies and guiding documents.
In addition, s/he should have experience developing and/or implementing monitoring and evaluation systems to support HRH programs, experience in designing and/or implementing HRH capacity building programs. Experience in developing or implementing continuous professional development systems for HCW will be an added advantage. S/he should have experience using Human Resource Health Information System (HRHIS). The ideal candidates should have knowledge of the Tanzania health systems and structures for the provision of HIV services. Experience with US government donor projects will be an added advantage.

S/he should have strong interpersonal, coordination, presentation, and writing skills. Fluency in oral and written English and Swahili is required. S/he should have excellent computer skills which includes knowledge of MS Office Suite applications including Word, Excel, and Access. S/he should have ability to work independently, as well as in collaboration with colleagues and partners and willing to be flexible to meeting changing priorities and deadlines.
