Job Summary
The Associate Health Information Systems (HIS) Manager will serve as deputy under the Senior Manager Health Information Systems, and will work under the leadership of the Associate Director of Strategic Information and Evaluation. The HIS Manager will directly supervise HIS Officers in the regional offices, and work in close collaboration with EGPAF staff members (SIE and technical teams) to ensure that all data management activities are carried out, including database functionality, design and review of record and reporting tools, generation, quality assurance, analysis of data, data visualization and reporting. The HIS Officer will provide technical assistance and capacity building to EGPAF technical staff and health care workers at the regional, council, and health facility level in support of Strategic Information activities and EGPAF program optimization.
-Essential Duties and Responsibilities
-Provides leadership and supervision to the field-based Health Information System Officers in the implementation of the projects’ results -based monitoring and evaluation plan and data quality assurance strategy
-Leads capacity building initiatives for EGPAF and partner staff in data collection, quality, visualization, use, and reporting
Required Qualifications
-A university degree in Information Technology, Statistics, Health Sciences or any field providing the essential skills and experience for HIS and M&E.
-Five or more years work experience in monitoring and evaluation, including experience with M&E tool development at field and -reporting levels, the DHIS, data capture and data management programs (Excel, Access, Power BI, etc.).
Knowledge, Skills & Abilities
-Training and experience in Monitoring and Evaluation and the development of M&E tools; preferably of HIV& AIDS interventions or a -related field, or otherwise the capacity and motivation to acquire an in-depth knowledge of this field in a short time.
-Experience in database management, tool development and developing and conducting training.
-Previous experience in HIS management, program management and reporting; preferably under US Government regulations.
-Excellent oral and written communication skills (English and Kiswahili); strong critical thinking, problem solving and attentiveness to detail
