New Job Vacancy at CDM Smith ,Program Controls Manager


CDM Smith is currently searching for Program Control Managers. The ideal candidate will have Program controls/scheduling experience on design, tendering and construction supervision projects in complex urban and rural environments in the developing world. Experience on large overseas projects is required with experience in Africa highly preferred.


Job Responsibilities:
The Program Controls Manager shall report to the Project Leader and have overall responsibility for implementing and managing project-wide control procedures, and leading operational tasks in the areas of cost and document control in order to meet project performance objectives. The successful candidate will be the owner of the Program Management Information System (PMIS); ensuring that all project data and documents are properly captured and provide “on demand” assistance and performance analysis for management. The candidate will also be required to initiate, manage and update various schedules and data documents to record progress and deal with project controls for multiple construction contracts. The candidate shall develop and maintain project schedules during construction, anticipate and identify schedule delays, and monitor progress daily culminating in monthly reviews that compare actual progress with the original schedule and to report reasons of schedule delays through frequent communication.


Controls Leadership

Develop and lead a cohesive, program-wide controls approach, including the areas of schedule, financial, contracts, risk, operational procedures, and program information/documents
Develop and implement the controls portion of the program outlining policies and operational processes
Act as the client’s program-wide champion for the PMIS, ensuring program-wide compliance
Use the PMIS to provide “on demand” performance analysis and reporting at the process, project, and program levels
Direct and assist staff as necessary to perform various controls tasks
Train and mentor staff on controls procedures and the PMIS as required
Program Management Information System (PMIS)

Collaborate with team members and support staff in the development and implementation of a PMIS
Oversee maintenance of the PMIS
Develop reports and dashboards as needed to provide program performance analysis, identify issues, support management decision-making, and meet client deliverables
Manage the PMIS change request process, initiating system changes to optimize program operations
Financial & Contract Management

Work in close proximity with a financial specialist in financial reporting including the development of the baseline budget and the management of the budget changes
Collaborate with financial management staff in tracking and reporting funding, budgets, contracts, and costs in multiple currencies.
Collaborate with procurement and contract staff in tracking and reporting on procurement and contract management and administration for each contract.
Work with financial specialist in the generation of cash flow and related financial analysis
Document Management

Develop and implement program document management framework in accordance with the overall plan, and collaboratively with client and team members
Oversee the daily operational activities of document management, including physical and electronic documents controlled across an extended team of core staff, client staff, contractors, and stakeholders
Other

Collaborate with the team in the development and management of the program risk registry
Adhere to CDM Smith’s quality management program

Requirements:
Bachelor’s Degree in Civil Engineering or equivalent, from an accredited university
Professional membership from an internationally recognized institution
At least 10 years demonstrable experience with Program Controls for multi contract projects involving both consultants and contractors involved with large infrastructure projects.
Managed project controls on at least one (1) project with a value of over $60 million and containing multiple project components
Experience with program and project management software
Experience in the Sub-Saharan Africa environment would be an advantage but not a requirement
Excellent oral and written communications skills in English, and the ability to prepare reports
Ability to work as part of a high-performing, multi-disciplinary team, under tight deadlines
Ability to function independently
