Purpose of Role:

• The country office has a portfolio of construction projects in support of Emergency Education and Child Protection programmes in the refugee response to the Burundi crisis. Temporary learning spaces and Child Friendly Spaces in multiple locations in the refugee camps are in need of rehabilitation and further new structures are planned.
• The main purpose of the role is to provide technical input and construction supervision over the quality of the education construction projects, taking particular care to minimise earthquake risk, while ensuring compliance with the objectives of the Ministry of Home Affairs and UNHCR.
• Provide also management skills and capacity building support to the logistics and construction teams on the ground.
• Maintain a database of all the projects, actions required and the progress by contractors and construction teams.
• Set up reporting mechanism to remotely monitor projects, to include checklists and photographic reports.
Reports to:
• The Construction Manager will report directly to the Emergency Response Manager
Responsibilities:
• Act as Save the Children Focal Point for construction, coordinating with other agencies and MHA including UNHCR, DRC, Refugee labour teams and construction contractors, and Save the Children Logistics.
• Act as Project Manager for the construction projects, ensuring all contract documentation is correct, specifications and drawings meet standards, including change control mechanism and completion certificates.
• Ensure the Risk Management plan is updated and maintained
• Prepare and oversee programme design and implementation, maintaining a progress tracker for all projects to ensure timely delivery of programme activities to budget.
• Directly manage Refugee labour teams, including the hiring of any further supervisors as necessary.
• Capacity building of refugee labour and internal SC staff (logistics) in principles of Save the Children safe construction.
• Work with Sectoral Technical Advisors eg. Education, Child Protection and Field Managers to ensure that programmes are budgeted and resourced to deliver appropriate quality works.
• Assist in the assessment of existing structures targeted for repair; advise of likely repairs required and prepare detailed specifications/BOQs/Plan of Work.
• Develop quality drawings, specifications and Bills of Quantities as required.
• Coordinate with logistics to decide on procurement methodologies for construction works.
• Review contractual documentation for construction work (in coordination with Logistics).
• Report regularly on construction progress using standardised templates to programme leads.
• Prepare and manage documentation to support final handover of completed construction projects; ensure community/government involvement.
• Represent Save the Children in various shelter/ construction platforms.
• Any other works as deemed necessary by the Emergency Response Manager and Director of Programme Implementation.

Qualifications and Experience:
• At least 5 years of professional experience in construction supervision with proven ability for site supervision in hardship duty station, with illustrated progressively responsible functions and up to date membership of the national Engineering licencing authority, or equivalent.
• Prior experience of working within a complex country programme in an emergency response.
• Education to MA/MSc/MEng or equivalent in Architecture, Civil or Structural engineering.
• Previous experience of managing a team.
• Previous experience of programme management across multiple sites.
• Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches.
• Proficiency in computer software such as excel, word, architectural / engineering drafting software (CAD or similar).
• Ability to write clear assessment and project reports.
• Excellent communication skills.
• Politically and culturally sensitive with qualities of patience, tact and diplomacy.
• A high level of written and spoken English and French OR Swahili.
• The capacity and willingness to be extremely flexible and accommodating in challenging working circumstances.
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
• Ability to use GPS equipment and GIS software and the ability to produce digital maps, site plans is an asset.
