THE ORGANIZATION
The Global Health Supply Chain (GHSC) Program is a three-year USAID funded project intended to provide expert technical assistance to the Government of Tanzania in strengthening country supply systems, specifically in the areas of Strategic Planning, In-Country Logistics, Capacity Building and Enabling Environments. In support of this program, GHSC leadership is seeking qualified candidates for multiple positions:

• Deputy Chief of Party (DCOP) Positions: 1
Location: Dares Salaam
The DCOP will be located in Dares Salaam and will serve as a liaison between USAID  anzania, the Ministry of Health, the GHSC home office, and all other counterparts involved in program implementation. The DCOP will provide overall program management and oversight of program operations to ensure efficiency, effectiveness, compliance and high quality delivery of technical assistance services. Qualifications include a minimum of eight years of experiencing managing USAID or other donor funded projects, an advanced degree in public health, supply chain management, institutional development, business
management, finance or related field or minimum of 15 years in related professional experience, and technical experience from multiple countries in health system strengthening, supply chain management, pharmaceutical management ar'or
other relevant experience. Knowledge of private sector best practices, management information systems, health financing, performance management, innovative solutions, and USAID's global health priorities, initiatives required. Experience on previous USAID global supply chain projects is highly desired.

• Director of Operations Positions: 1
Location: Dar es Salaam
The Director of Operations is responsible for overseeing all contractual matters, operations, administrative and financial management and accountability requirements of the GHSC project in Tanzania. S/he will work with the GHSC leadership team, taking a lead in the areas of operations, human resources, financial management and reporting, information technology. The Director of Operations will be responsible for ensuring that the project functions efficiently in all contractual and operational matters, directly supervising all GHSC operations staff and providing oversight to all contracts and procurement issues. Additionally, he works collaboratively and effectively with the COP, assuring compliance with
the terms of the project contract. The Director of Operations is knowledgeable of and adheres to company and project ethical standards, policies and procedures and USG Procurement Integrity standards and procedures, in all project management responsibilities. Qualifications include a minimum of eight years of experiencing managing large USAID or other donor funded projects, an advanced degree in business management or related field or minimum or 12 years in related professional experience. The Director of Operations will be based in Dares Salaam

• Senior Demand Planning / Strategic Planning Specialist: Positions: 2 for each Region 
Location: Moshi, Tanga, Dar, Mtwara, Iringa, Mbeya, Tabora and Dodoma

The Demand Planning / Strategic Planning Specialist will be located in Dar es Salaam, and will identify and encourage the adoption of leading practices for planning and quantification; mentor and build the skills of relevant stakeholders within the Government of Tanzania (GoT) to operationalize strategic plans, quantify, and monitor the availability of HIV/AIDS, MCH, FP, essential medicines and malaria commodities; and recommend interventions to improve commodity security and achieve goals outlined in strategic plans. S/he will also identify opportunities to enhance the effectiveness of quantification and budgeting for essential medicines and identify opportunities to introduce innovations and br continuously improve processes.


  • Senior Performance Management Advisor Positions: 1

Location: Dares Salaam

The Senior Performance Management Advisor will provide technical leadership and support the development of a comprehensive monitoring and evaluation (M&E) framework with national stakeholders including MSD, CMS, MOHCDGEC to monitor supply chain improvement efforts. In collaboration with the GHSC leadership, the Senior Performance Management Advisor will lead the development and monitoring the project's performance management plan (PMP) and coordinating performance evaluations. In close coordination with the Logistics Management Unit (LMU), S/he will champion
data use and data quality improvement efforts throughout the supply chain. This position will be based in Oar es Salaam, with occasional travel to zones.

• Director, Logistics Management Unit Positions: 1
Location: Dar es Salaam
The Director Logistics Management Unit will manage the day-to-day operations of the field based Regional Logistics Coordinators and provide guidance and leadership to LMU staff members throughout the country providing logistics technical support to health facilities staff and managers. S/he will also be responsible for ensuring increased consumption and use of data to guide the daily management of LMU activities. S/he will work closely with the GHSC leadership to support the project and the Government of Tanzania on all matters associated with commodity management, monitoring, governance, leadership mentoring and strengthening the capacity of CHMTs and RHMTS. This position will be based in Dar es Salaam, with significant travel to zones

Assistant Director, Logistics Management Unit: Positions: 1
Location: Dares Salaam
The Assistant Director Supply Chain Monitoring Advisor will work under the administrative and technical guidance of the Director of LMU to provide technical support to the projectto manage the day-to-day operations of field based Regional Logistics Coordinators and provide guidance and leadership to staff members throughout the country providing logistics technical support to health facilities staffs and managers. S/he will also be responsible for ensuring increased consumption and use of data to guide the daily management of LMU activities. S/he will work closely with GHSC leadership to support the project and the Government of Tanzania on all matters associated with commodity management, monitorlig, governance, leadership mentoring and strengthening the capacity of CHMTs and RHMTs. This position will be based in Dares Salaam, with significant travel to zones

Regional Logistics Coordinators, Logistics Management Unit Positions: 4
Location: Moshi, Dodoma, Iringa and Mtwara
The project is recruiting various Regional Logistics Coordinators (RLCs) to manage a group of field-based Supply Chain Monitoring Advisors (SCMAs) and Logistics Data Associates (LDAs) embedded in Medical Stores Department (MSD) zonal offices. The SCMAs and LDAs support the use of various logistics management information systems, storage, distribution, monitoring and evaluation of medicines and supplies. The RLCs will work under the administrative and technical guidance of the LMU Director and LMU Assistant Director to provide management and technical oversight of SCMA and LDA activities within specific MSD zones. The RLC's will develop, implement and promote data driven change management strategies to improve data visibility, quality and use at various levels of the supply chain Including the RHMT and CHMT level. These
five (5) positions will be based in Dodoma, Mbeya, Mtwara, Mwanza and Moshi MSD Zonal Stores with significant travel to health facilities.

Supply Chain Monitoring Advisors (SCMAs) Positions: 2 for each Region
Location: Moshi, Tanga, Dar, Mtwara, Iringa, Mbeya, Tabora, Dodoma and Zanzibar
Based in all MSD Zonal Stores and sales points, SCMAS will serve as the early warning system of the Logistics Management Unit (LMU) capable of identifying potential breakdowns in the logistics system and taking corrective and remedial actions to avoid service interruptions. In addition, SCMAs will coach and mentor the RHMT, CHMT and health facility based staff to improve data use, analyze available data and make decisions to prevent health products build-up or accumulation and
wastage in the distribution network. SCMAs will also coach and mentor health facility staff on commodity management practices, record keeping, reporting and ordering which will ensure consistent availability of supplies at the health facility levels

Laboratory Supply Chain Monitoring Advisors (SCMAs-lab) Positions: 2 for each Region
Location: Moshi, Tanga, Dar, Mtwara, Iringa, Mbeya, Tabora and Dodoma
The SCMAs-Iab will provide strategic, technical and operational support to the day-to-day logistics activities of all the HIV/ AIDS Care and Treatment Centers (CTCs) within their designated area. In collaboration with the Diagnostics Unit of the MOHCDGEC, MSD, NACP and other vertical programs, the SCMAs-lab will primarily work on implementing and monitoring the national logistics system for laboratory supplies. SCMAs-lab will also coach and mentor health facility staff on commodity management practices, record keeping, reporting and ordering which will ensure consistent availability of supplies at the health facility levels. These positions will be based in multiple MSD Zonal Stores and Sales Points with significant travel to health facilities.

Logistics Data Associates (LDAs): Positions: 2 for each Region
Location: Moshi, Tanga, Dar, Mtwara, Iringa, Mbeya, Tabora and Dodoma
LDAs work as part of the Logistics Management Unit (LMU) and serve as the data champion of the zonal team, leveraging data from relevant information systems to identify priority areas to strengthen of the supply chain and promoting improved use of data for decision making. They support GHSC performance management initiatives that will aim to routinely identify supply chain issues and coach stakeholders from the Government of Tanzania to take associated corrective action. The LDA will also support the GHSC's change management efforts to improve data visibility, use and quality. The LDA will also
support the LMU team to ensure consistent reporting and requisitioning from all public health facilities. These positions are based at various locations, including MSD Zones and sales points.
