World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda.
World Vision seeks to hire a highly qualified, dedicated and experienced national for the position ofCVA Facilitator. This position will be based at the Cluster Office in Nyamagabe or Karongi, and reporting to the Health & Hygiene Coordinator .
Purpose of the position:
The Purpose of the position CVA coordinator is to facilitate the implementation of the Citizen Voice and Action Approaches within World Vision Rwanda- Western regions' areas of operation.The CVA coordinator position holder will lead the program enhancement role of empowering communities to effectively demand and participate for improved services through the community empowerment and dialog for Development Approach.
Communicate World Vision's Christian ethos and demonstrate quality spiritual life that can be commendable to others.

The major responsibilities:
·         Lead Development and Review of CVA Implementation plans in line with World Vision standards (LEAP/donor requirements, CWBO…) and World Vision Rwanda strategic direction.
·         Facilitate and coordinate the implementation of CVA activities and its integration Cluster projects in design, implementation, Monitoring and evaluation and resourcing of the CVA projects at the district level
·         Lead the development and refinement of CVA resource materials as may be required by the World Vision and the donor
·         To develop CVA Proposals and Design documents in line with WV Rwanda strategy and participate in supporting designing of documents
·         Overall Support to the implementing cluster in mapping and awareness raising, child participation and life skills promotion.
·         Develop annual forecasting budget and monitor financial implementation progress of CVA activities
·         Create center of excellence of CVA through ongoing learning and research documentation of lessons learnt and Best practices.
·         To Strengthen social accountability structures in ADPs to enhance the quality and efficiency of service delivery as per the Rwanda government minimum standards and the CVA standards
·         Produce annual, semi-annual, quarterly and monthly management reports for the CVA project.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
·         Must possess a degree in one of the following fields: Social Sciences, development studies, Law, Education or communications.
·         Should have a minimum of 2 years experience in community development and advocacy
·         Must have strong skills in research
·         Must have a clear vision of the key accountabilities, and be determined to achieve all set targets in line with short, medium and long-term targets and objectives.
·         Excellent knowledge of English skills.
·         Computer literacy (at least good command of word and excel)
·         Excellent knowledge of English language and Kinyarwanda. Knowledge of French is an added advantage.
Working Environment / Conditions:
Work environment: 30% Office-based with frequent travel to the field
