PROGRAMME DEVELOPMENT MANAGER – INSTITUTIONAL RESOURCE MOBILISATION
Plan International Finland is seeking a professional with strong expertise in designing of development programmes, to lead the growth and strengthening of Plan’s programme portfolio. The focus will be on mobilising resources from institutional donors through innovative programming that brings lasting change in the lives of children and young people. This is a permanent position based in Helsinki (other locations are subject to negotiation).

 

Your responsibilities will include: 

Analyse trends in development funding and identify new funding opportunities from various multilateral donors such as the EU, UN and development banks;Pro-actively engage in identification and design of new grant-funded projects;Lead proposal development from inception to contracting stage; with responsibility for drafting proposals together with the country offices;Together with the team, shape the direction of Plan’s programming through innovative and high-quality projects;Establish and maintain relations with key donors;Provide support to programme staff on donor compliance and contract management;Ensure consistent learning and strengthen Plan Finland’s grant management process. 

Your qualifications: 

University degree from an appropriate field (e.g. social sciences, economics);Demonstrable evidence of successful NGO grants acquisition from EU and other multilateral donors (please specify where, when, amount of funding raised);At least 5 years of relevant work experience (past experience from developing countries is an advantage);Good understanding of the current trends in aid funding and an ability for strategic thinking;Fluency in English; strong proposal writing skills with attention to details. Other languages incl. Finnish are an asset;Result oriented;Work well under pressure and against tight deadlines;Strong team-working, problem solving and cross-cultural communication skills;Readiness to travel up to 6 weeks a year, sometimes at short notice;Expertise in child rights, gender equality, and a passion for development.
