Purpose of the Position

Under the guidance of the Representative, responsible for the development and implementation of Innovation and Knowledge Management strategies, aimed at improving the efficiency and effectiveness of UNICEF's programmes.

Key Expected Results

The incumbent will improve the efficiency and effectiveness of UNICEF programmes by supporting programmes to integrate innovation as a core strategy and strengthening knowledge management systems and processes in the office. The Knowledge Management and Innovations Specialist will lead the design, implementation, and scale up of innovative technologies, processes, and practices that will improve delivery and access to services by children and women in Tanzania. A special focus will be on innovative ways to reach the most disadvantage children.

Key Accountabilities and Duties & Tasks

 1. Knowledge Management

Develop appropriate internal systems that support the efficient storage, retrieval and sharing of knowledge and information within Tanzania Country Office, including the TCO intranet site and share drive. Support individual sections and knowledge management focal persons to maintain and develop their particular sites, web-pages and data stores.
2. Innovation

Provide leadership in the development and implementation of the country office innovation strategy. Ensure optimum use of UNICEF resources for innovation and achievement of results through planning, monitoring, and evaluation.
Provide technical assistance and leadership to UNICEF programme sections and the Government to identify, design, prototype, and scale up innovative technologies, processes, and practices to strengthen the efficiency and effectiveness of UNICEF's programmes and ultimately contribute to improve the lives of women and children in Tanzania.
Provide leadership in supporting programme sections and partners to develop innovative approaches to data management in support of outcomes for children particularly at community level. Advise project partners on suitable solutions using a variety of information media, including mobile phone applications as well as web-based systems. Promote linkages with data services providers to obtain cost-effective options. Coordinate with Operations/Supply colleagues in the specification and procurement of related technology.
Support the Deputy Representative and Section Chiefs in any other initiatives related to the use of innovative technologies, processes, and practices to achieve improved results for children.
3. Networking and Partnership Building

Research, identify and engage potential partners to leverage resources, knowledge, skills and networks to create sustainable solutions to the most pressing challenges facing women and children. Coordinate and network with UNICEF Global Innovation Center, HQ Innovation Unit, Regional Office, and Development Partners in a way that both contributes to and benefits UNICEF's innovation work.
Qualifications of Successful Candidate

Advanced university degree in Social Sciences, Development Studies, Management Information Systems, organizational leadership or other related fields.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of five years of professional work experience in Knowledge Management, innovation management, Information Management, Content Management Systems, Document Management Systems and Databases.
International and developing country work experience is required.
Experience in scaling and coordinating projects across multiple organizations.
Experience in establishing and managing public–private sector partnerships.  
Experience with SharePoint, ICT hardware, mobile and web-based technologies, particularly designing and deploying appropriate tools to low-resourced environments.
Exposure to UNICEF programmatic areas and experience in applying technical solutions to address programmatic and operational challenges.
Fluency in English. Knowledge of Written and Spoken Swahili is an asset.

 Background:

A Receptionist is essential for the smooth running of UNICEF Dar es Salaam Office. Under the new Country Programme, the Receptionist retired and the post of receptionist was abolished.  However, the office still requires a competent person to handle the reception and registry duties

Purpose of the position:

To be a competent partner in the Administration unit by supporting the provision of reception and registry duties

MAIN RESPONSIBILITIES AND TASKS

Managed fax-machines, PABX and other communication equipment to ensure they are working, report faults and monitor repairs.
Maintain record of downtime for fax machines, PABX and other communication equipment
Repair a monthly report on the status at the Reception
Handle incoming and outgoing calls through the switchboard.
Maintain updated internal communications list of all staff. 
Receive all visitors and inform staff of their arrival.
2.Register incoming mail received, sort into Programme/Operations and share with internal customers. Registered outgoing mail and dispatched to destination.

Mail received from the Post Office and couriers are distributed to sections/staff
Receive messages and distribute to staff-members
Prepare local and international pouches and dispatch.
Confirm supporting documents for invoices relating to Post Office and courier services.
Distribute cheques to partners, vendors and staff
3. Provide training and support to Security Guards to ensure they provide excellent customer care to external and internal customers.

Provide good service at all receptions and entrances.

Provide leadership and coaching to guards to receive and transmit messages; receive visitors and other reception duties.

Supervise Communication Clerk (guard).

4.Ensure Attendance form for Admin Finance Section Staff-members is signed by staff and shared with HR.

Prepare monthly attendance report and obtain signature from staff members.

Forward record to Human Resources

5.Received new inventory acquisitions (NEP, Non NEP and consumables) record in GRN and update control and primary sheets for database update.

6. Improve storeroom/warehouse: Perform stock verification for items in stores.   Issue inventory to sections Prepare monthly Reports. Review balance of items in stores daily and trigger replenishment process for stocks when stock balance available for three months. Follow up for items ordered and initiate local purchase through petty cash for limited items

7. Prepare primary list of PSB items based on periodic monitoring items in storage. Prepare and submit periodic report for inclusion in PSB submission.

8. Improve conditions in the archives (index and physical arrangement of files).  Review files for archive, and prepare primary list of files for archive, for Admin Assistant to update archives database

Qualifications of Successful Candidate

Post-secondary school education
At least five years of Administration or Accounts duties

Purpose of the Position

The Chief, Health Section reports to Deputy Representative for general guidance and direction. The Chief is responsible for managing and leading all stages of health programs/projects (gender, maternal, neonatal, child survival, emergency preparedness) from strategic planning and formulation to delivery of results, and for leading and managing the health team including establishing plans of action to achieve concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework, and does so in consultation with the Regional Health Advisor. 

The Chief, Health Section will also serve as the senior team lead for Early Child Development (ECD) in UNICEF Tanzania, bringing together different sectors to plan, implement and monitor programmes for shared results on ECD with special focus on establishing synergies internally and with development partners

Key Expected Results

Responsible for facilitating intersectoral collaboration particularly around achieving results for early childhood development.
Responsible for UNICEF engagement in the various Delivering as One mechanisms that relate to Health, including the annual planning, review and reporting processes.
Key Accountabilities and Duties & Tasks

1) Managerial leadership

Establish the Section's annual work plan with the Health team; set priorities/targets and performance measurement. Monitor work progress and ensure results are achieved according to schedule and performance standards.
Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the team.
Supervise team members by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently.
2) Program development and planning

Lead/support the planning and conduct/update of situation analysis to establish comprehensive/updated strategic plan for program development, design and management of health related programs. Keep abreast of national/regional/global development trends and priorities to determine the strategies, approaches and priorities for programming to address the country's health needs.
Lead, coordinate and supervise the development of health programs (as a component of the CO and/or UNDAF programs) and establish plans of action, program goals and results using results-based planning methodology and terminology (RBM).
Oversee the timely preparation of the (health) program recommendation and related documentation for inclusion in the Country Office Program recommendation ensuring alignment with the overall UNICEF's Strategic Plans, regional strategies and national priorities, plans and competencies.
Consult and collaborate with internal and external colleagues and partners to provide technical guidance and operational support on program planning, management and implementation and to ensure synergy, integration, coherence, and harmonization of programs/projects initiatives with UNICEF Strategic Plans and priorities.
3) Program management, monitoring and quality control of results

Coordinate, plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in health programs.
Participate in major monitoring and evaluation exercises, program reviews and annual sector reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
Assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
Monitor programs/projects to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
Plan, approve, monitor and control the use of program resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
Submit program/project reports to donors and other partners to keep them informed on program progress and critical issues.
4) Advisory services and technical support

Advise key government officials, NGO partners, UN system partners and other country office partners on policies, strategies and best practices and approaches on health and related issues to support program development planning, management, implementation and delivery of results.
Participate in strategic discussions to influence policy discussions and agenda setting to promote health and development issues especially in the areas of gender, emergency preparedness and maternal, neonatal and child survival and development.
5) Advocacy, networking and partnership building

Build and strengthen strategic partnerships with health sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication of UNICEF mission, goals and programs and resource mobilizations needs.
Develop communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances and support fund raising for UNICEF and Country Office health programs (maternal, neonatal and child survival).
Participate and/or represent the UNICEF in inter-agency (UNCT) discussions and planning on health and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of health programs/projects.
6) Innovation, knowledge management and capacity building

Promote critical thinking and innovative approaches and good practices for sustainable health programs/projects initiatives.
Keep abreast, research, benchmark and implement best and cutting edge practices in the health management and information systems. Institutionalize and share best practices and knowledge learned.
Lead and/or develop policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programs and projects.
Lead/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on health related programs/projects.
Qualifications of Successful Candidate

Advanced University Degree (Master's or higher) in public health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
A minimum of ten years of professional experience in public health planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required.
Relevant experience in health program/project development and management in any UN system agency or organization is an asset.
Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) or a local language is an asset.
