Description
Management of Security Risk in Tanzania - Head offices and Branch Retail Network Changing internal and external environment with unclear policies and processes can lead to failures of perceived failures in providing an overall safe and secure environment. Evolution of policies and lead to misunderstandings between departments, Country and Group level.

This role based in Dar es salaam, Tanzania.
The Purpose of this job is to manage and control Security Risk in Tanzania
To establish a proper and sound in- country relationships with key role players including 3rd party suppliers.
Manage the entire travel risk for country ensuring that the bank's obligations in terms of Duty of Care and to inform are attained for all Tanzanian travelers

Key Roles and Responsibilities
Matrix and Engagement
Ensure the country Security Risk matrix works effectively.
Keep abreast of key security issues affecting the Tanzania markets, in particular the financial sector.
Advise Country and Cluster CEO on risks and threats within their countries and offer guidance and assistance for mitigation measures and personal safety and security where applicable. Develop appropriate response and ensure early engagement of stakeholders.
Respond rapidly to security issues wherever they arise with appropriate guidance, mitigation and support to Country CEO/ExCo and businesses involved.
Work closely with BCP and HSE to ensure all risk functions operate as effectively and efficiently as possible.
Represent and Bank, PROPERTY and Security Risk function at the Police and other law enforcement /security service external organizations.

Budgets and Project Management
Set the Country Security Risk Budget and manage costs tightly to maximize efficiency, flexibility and proportionate security capability across the cluster.
Ensure that Security aspects of Property projects are delivered on time and within budget to agreed standards.
Anticipate and respond to Tanzania expansion / change projects.
Ensure support for planning and internal / external consulting and subsequent integration of acquisitions for Security related matters.
Manage projects and deliver proportionate security within budget and without overspend.
Ensure close management of all Security Vendors across the country are customer and delivery focussed, live the Bank's values and Corporate Code of Conduct and offer a heightened customer experience.
Ensure management and good governance of all Security Risk related contracts across the country and advice Country RP when local contracts are being established to ensure correct scope, capability and value for money as well as correct procurement practice.

Operational Risk
Planning, designing and implementing an overall security risk management process for the organisation.
Security risk assessment, which analysing risks as well as identifying, describing and estimating the risks affecting the business.
Set Security Risk B/GKCSs and KRI's in Tanzania and ensure 100% compliance. Where compliance failures occur, inform the Cluster PROPERTY Risk Head and take action to clear them as a matter of urgency.
Embed the use of the risk acceptance process across the country, assist by Country Security Responsible Person's (RP's), ensuring all risks are appropriately assessed, risk rated and accepted by the appropriate acceptance committee.
Coordinate Due Diligence and Treat / Risks assessment for Property as required.
Ensure staffs are appropriately skilled to carry out the duties placed on them for implementing the risk management framework.
Work to develop and stretch talent within the security team. Ensure succession planning is in place for key security roles.

Audit, Compliance and other functions
Ensure the Country Security Risk function is Audit ready.
Act as the point of contact for all Kidnap and Ransom case which either take place within the cluster or where regional staff / families are involved advising HR on incident management and best practice
Act as the point of contact for Group Internal Audits including assisting departments undergoing an audit when Security points are raised.
Act as the point of contact Group Compliance to ensure that the country Security Risk function is adhering to Bank and Regulatory Policy when applicable.
Act as the point of contact for Group HR and GTO for all matters relating to Security Risk within the country.

Judgement
Interpretation and dissemination of Group security policy and assistance to in country stakeholders in implementing policy.
Advising on all security risk issues within the country.
Assisting with global projects helping shape Group Policy through ideas, experience and knowledge.

Qualifications and Skills

Minimum 5 Years experience in a senior management level position
Must have in-depth knowledge and at least 5 years experience in a Bank Safety or Security Environment.
Practical experience from working in very high risk environments for sustain periods of time.
Basic understanding of the financial services to support the business.
Knowledge from sharing best practice, practice experience and discussions with other risk functions
