JOB PROFILE
Job Title: Supply Manager
Place of Work: Kasulu, Kigoma Region
Reports to: Country Logistics/Procurement Manager

Job Purpose

To be responsible for effectively managing the logistics activities, ensuring effective and accountable support to KasuluCamp management and Kibondo as well, enforce the DRC procedures and policies for the management of the supply chain, vehicle fleets, assets,stocks, communication systems under chapters 15, 16, 17 & 18.

Key accountabilities

Ensure that DRC standards of logistics procedures and policies are introduced and adhered throughout the NyaragusuCamp operation, briefing and supporting all relevant staff as required.

Continuously run and improve the programs supply chain, identifying local and regional suppliers and transport providers when required for Nyarugusu and Kibondo programs. Ensure an effective order management system at Nyarugusu level for handling of all supplies.

Ensure DRC procurement practises are compliant with donor regulations.

Ensure transportation of goods by road is in line with programme budgets and needs; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. (Nyarugusu&Kibondo) Camps

Ensure management of vehicle is in line with DRC chapter 17 standards ensure appropriate allocation and safe use of vehicle throughout the programme and ensure servicing and maintenance schedules are adhered to.

Ensure stock management and administration systems are implemented throughout the Nyarugusu Camp. Monitor stock levels and advise on appropriate stocking and replenishment to meet project demands.

Ensure a programme asset register is maintained; ensuring that all assets and equipment are logged in, issued with unique numbers and ID cards, and are tracked throughout in Kasulu/Nyarugusu base in line with DRC chapter 15.

Consolidate monthly logistics, supply chain reports’ for dissemination to relevant managers

Work in close collaboration with other NGOs, logistics members in Kasulu and Nyarugusu; sharing information getting support when necessary, providing overviews of logistics requirements for the development of project proposals and subsequent projects or budgets.

Liaise closely with the Logistics team in Kibondo and in general to support head office initiatives around logistics systems, as required.

Liaise with UNHCR and other agencies as necessary.

Comply with all relevant DRC policies and procedures with respect to Code of conduct.

To perform any other duties as and when required by line manager

Person specification

Essential

International experience in supply chain management including procurement, transport and distribution, warehouse and stock management.

Experience in vehicle and fleet management.

Experience of building and developing the capacity of logistics staff through the use of training, coaching, performance management.

Excellent interpersonal and team skills.

Excellent IT skills

Fluency in written and spoken English.

Desirable 

Experience with INGOs and in particular working with their logistics procedures and methods of operating.

Experience of managing contractors and overseeing construction works.

Experience of working through partners.

Relevant qualifications or training courses.

Strong interpersonal and team skills, with the ability to work in a multi-cultural environment.


Terms of Employment:
Salary and conditions in accordance with DRC’s Terms of Employment for National Staff in Tanzania and based on UNHCR Tanzania’s salary scale for IP National Staff.
Duration of employment: 6 months with possible extension based on performance and funding availability.

Location: Kasulu(Nyarungusuand Kibondo Camp)
