ROLE
PURPOSE:
The
Project Manager Health/Nutrition/WASH will be overall responsible for
maintaining strategic direction, management, and implementation of the
UNICEF-funded Health/Nutrition/WASH programme in Zanzibar. This includes
developing a coherent and consistent implementation strategy and ensuring
that activities are implemented in accordance with agreed plan. He/she also
ensures that key organisational principles and approaches, such as child
participation and gender, sound M&E systems, financial control and
compliance will be achieved during the programme implementation period.

KEY
AREAS OF ACCOUNTABILITY:
Project
Management
- Deliver programme according
to the contractual requirements of UNICEF and their donor, DFATD,
i.e. that all activities and deliverables are completed within the
timescale and budget, reports are submitted as per the agreed schedule
and formats and any other requirements or criteria are fulfilled as
specified in signed agreements.
- Update detailed work plans of
project staff with project implementation and ensure this is used by the
whole project team to monitor project progress towards completion
- Complete programmatic and
financial reports for donors, the government partners and Save the
Children as required, ensuring these are of a high quality and submitted
to Awards Management on time for sharing with the Member and donor. Be
fully aware of the grant compliance regulations for the donor.
- Manage and revise a realistic
budget, ensuring proper authorisation and monitoring expenditure in line
with the budget and donor guidelines, Save the Children grant management
and financial guidelines. This will include the supervision of monthly
and quarterly variance analysis reports.
- Provide guidance and
supervision to the project staff, together with the Zanzibar
Representative and Country Director, to ensure they have clear
objectives and received regular support and supervision.
- Ensure that established
protocols for communication and management arrangements are followed by
the project team.
- Participate in regular field
based project review meetings, to include grant management, finance and
implementation.
- To ensure effective tracking
of grants and in discussion with the APM, establish strategies to ensure
efficient utilisation of the resources available to the programme.
- To manage the day-to-day
running of the health project and ensure established systems and
procedures are maintained.
- Represent Save the Children
in a professional (effective and efficient) manner with other health
actors (Ministry of Health, UN agencies, INGOs, and civil society
organisations).
Technical
Programme Effectiveness
- Coordinate in the field the
delivery of technical support by technical thematic leads, Member
TAs and external consultants.
- Provide technical guidance on
community health systems strengthening for maximum behavior change and
referrals to facilities in health, nutrition and WASH.
- Ensure quality of work
assisting project staff in the use of UNICEF and Save the Children tools
and guidelines specific to this project and conforming to Ministry of
Health guidelines in Zanzibar. Provide guidance on use of SBCC materials
and support Supervisors in on-training to Community Health
Volunteers. Support of Save the Children specific tools include,
among others, child participation, child right programming and
mainstreaming of gender, diversity and HIV/AIDS.
- Technically oversee, with the
relevant project staff, the M&E plan for the programme.
- Ensure that the
effectiveness, impact and direction of the health/nutrition/WASH
programme is continually monitored, reviewed and evaluated.
- Regular visits to the project
implementation sites and communities to provide supportive supervision
and identify challenges to be addressed in programme delivery.
- Meet regularly with the
Ministry of Health and provide technical input to the Health Promotion
Unit to build sustainability of the interventions through government
systems.
Representation
- Serve as the Save the
Children senior project representative in the field, nurture appropriate
Save the Children public relationships, liaise with local government
authorities and members of the UNICEF / UNFPA consortium/team, INGOs
within the health sector.
- Provide regular updates on
the project as per requirements which might include case studies,
photographic documentation, and other reports outside the donor’s
reporting requirements.
- Accompany and facilitate
donor, Save the Children senior staff and other external visits and
provide relevant background materials.
- Participate in planning
meetings with the Ministry of Health, UNICEF and other health
stakeholders, such as D-Tree and HIPZ. Incorporate current
government plans into the project at the community level, including work
with Shehia Health Custodian Committees.
Other
- The Programme Manager may be
responsible for additional tasks and duties as and when required to
support the overall Country Programme priorities.
Working
contacts
External:
- Significant engagement with
regional health officials in relevant departments at senior level,
closely liaising with district authorities in Zanzibar.
- Attendance at regular and ad
hoc technical and policy level meetings. Frequent interaction with
both technical and management counterparts in government, and other
stakeholders.
- Regular involvement with
representatives of donors, international agencies and local civil
society.
Internal:
- Project Manager will report
to the Zanzibar Representative on day to day operations and
closely work with other programme staff, and finanace at
area office level.
- Regular engagement with the
Field Office staff and technical managers in Dar Es Selaama is
essential. Work should also be coordinated with the other thematic
teams to enhance cross-fertilisation and ensure integrated
programming.
- Collaboration with all
departments, and support of overall aims of the country programme, are
also essential.
Team
Work
Actively
promote effective formal and informal communication among all Save the
Chlidren staff members. Ensure coordination with other programme teams and
support teams with the aim of achieving the programme and organizational
objectives.
Other
The post holder is required
to comply with Save the Children policy and practice requirements with
respect to health and safety, child protection, child safeguarding ,
equal opportunities, anti-fraud and corruption policy, and other
relevant policies and procedures.

responsible to fulfill any other duty assigned by the Director of
Programme Operations or Country Director.

QUALIFICATIONS
AND EXPERIENCE
- Person
specification
o Essential
- Master’s degree in Health,
Nutrition or Water and Sanitation is required. Medical doctor
preferred.
- At least 5 years of
experience working with an international non-governmental organization,
donors and government bodies.
- Demonstrated skills and
experience in project /programme monitoring, review and evaluation
- Substantial people and
programme management experience – at least 10 years.
- Solid experience in grant
management, including budget holding and donor reporting. Must
demonstrate an ability to manage at least US$750,000/year.
- Ability to produce high
quality reports in English, including analysis of reliable project data.
- Representational and advocacy
skills required for internal and external project activities.
- Understanding and commitment
to principles of child rights and child protection.
- Commitment to and
understanding of Save the Chidlren’s aims, values and principles.
- Excellent written and spoken
English and Kiswahili.
- Must be willing to live and
work in Zanzibar (Unjuga) throughout the life of the project.
