POSITION DESCRIPTION:
SOS Children's Villages Tanzania is locally registered non- govemment organization affiliated to SOS Children's Villages international, a worldwide child care organization that provides children who have lost parental care with a permanent home and help them shape their own future by assisting them to recognize their individual abilities, interests and talents; by investing in their education and skills training they need to be successful and contributing members of their society. SOS also assists families, communities and govemment to assume their responsibilities, in ensuring that children have access to the services required to fulfill their survival, development, protection and participation rights. SOS Children's Villages International the umbrella organization operates in 133 countries worldwide. Its operations centre around two major programmes i.e.
Due to the strategic expansion of the projects, SOS Children's Villages Tanzania is looking for strong candidate who will fill this new position of National Programme Development
Director to attain its vision of sustainable programmes through innovative projects that are directly addressing the problem of children falling under our category of care.
POSITION: National Programme Development Director (NPDD)
POSITION OBJECTIVE: Ensures quality Children's Village Program Policy and its implementation.
KEY DUTIES AND RESPONSIBILITIES.
• Will drive the quality of child development programmes while working with Families of origin, SOS families,
• Alternative family based care options, Various programme interventions like direct essential services, Capacity building and advocacy in the field of care, Education and health.
Program Development Strategy
Lead the development and implementation of SOS Children's Villages Tanzania & Zanzibar's Program Strategies and Priorities that guide funding to programs within the Member Association. Within the framework of the Program Strategies and Priorities, s1he develops and forms National and Regional Programs around SOS Children's Villages Programme (CVP) Model and within the spirit of SOS Children's Villages of Tomorrow that goes in line with the MA's institutional capacity.
Team Leadership
Lead, manage and develop a high performing and motivated team across the National Association by Supervising and supporting Location Program Development Director Managers, on technical mailers and oversee team plans and budgets.
Programme development
Leads the development of strategic directions in Programme Development at national level, framed by the SOS-KDI SOS Children's Village Programme Policy and other related policies. This means to take action through one integrated programme of child development in a caring family environment (families of origin; SOS families, other alternative family-based care options) and through programme interventions (direct essential services; capacity building; advocacy in the fields of care, education and health)
Quality management, monitoring and evaluation
• Leads the processes of national child rights situation analysis and of feasibility studies at location level.
• Ensures development of qualitative SOS Children's Village (SOS CV) programme proposals and steers the implementation to reach the strategic targets.
• Steers the development of new locations and alignment of existing locations following the SOS CV Programme Policy.
• Participates in the strategic and annual planning process as member of the National Management Team.
• Supports the budgeting process and reviews the SOS CV programme budgets on location level.
• Prepares and is responsible for the budget of the national
• Programme Development Department.
Human Resource Development
• Ensures implementation of quality standards within SOS
• Children's Village Programmes as described in manuals, policies and concepts such as the SOS Children's Strengthening
• Manual, and other future SOS-KDI manuals, policies and concepts (in all fields of SOS Children's Village Programme responses and activities).
• Ensures implementation of all existing and future SOS- Kinderdorf International (KDI) policies in the area of programme development (e.g. the Child Protection
• Policy, the HIV/AIDS policy, the Formal Education Policy,
• Inclusion Policy)
• Ensures development of national concepts according to SOS-KDI policies and SOS-KDI programme quality standards.
• Ensures organisation of initial and ongoing trainings for key SOS Children's Villages Programme staff and
• Programme Development Department staff
• Research and knowledge management
• Coordinates all research activities in the programme development area in the National Association.
• Cooperates with governmental. and non-governmental organisation carrying out research on child and family care.
• Takes responsibility for the National Association's participation in international research projects within SOS-KDI.
• Partnership building and advocacy
• Monitors national activities (of the state and of key NGOs) and planned future developments in the social welfare sector, protection of child's rights as well as gaps in child rights fulfillment by the state.
• Participates in and/or initiates national initiatives aiming at improving conditions and changing policies and practices that undermine the well-being and rights of children of our target group.
• Develops and maintains contacts, exchanges information and develops partnerships with key stakeholders of the child welfare sector (state, NGOs, INGOs and GOs).
QUALIFICATIONS
• Master's Degree or its equivalent in Public Administration,
• Development Policy, Project Management, Children and
• Youth Care and Development Programming
REQUIRED EXPERIENCE AND SKILLS
EXPERIENCE:
• Minimum of 5 years Management and Leadership experience that includes coaching staff to high levels of performance & perform effectively as a team & engaging in effective cross-cultural & cross-functional working to achieve shared goals.
• Strong knowledge of Development theory, policy and practice, with a good knowledge of technical sectors, relief, advocacy & fundraising.
• Experience of developing, implementing and monitoring strategic and operational plans within a demanding organization.
• Confident competency in budget and financial management and monitoring with multiple stakeholders.
